Long War: NATO AWAC surveillance planes are running up and down the Libyan coast, broadcasting an exact picture of all major activity in the Libyan Civil War (LCW) to alliance commanders. Creating an AWAC surveillance grid is the first step in establishing a No-Fly Zone.
Whenever there is movement toward establishing a NFZ, Gaddafi gets panicky and talks about a negotiated settlement. And as if on cue, there are reports today that his people reached out to the rebels again for peace talks. There are huge obstacles to implementing the NFZ. Obama says that Russia and China have to give the go-ahead through the UN security council or its no dice. Russia and China will never do this, so on the surface the NFZ seems a non-starter. But Obama could change his mind about Russia and China having veto power. He could make a big show of seeking their input and then regretfully ignore it. Obama will not change his mind about the NFZ being a NATO operation, but if the President wants the NFZ, then NATO will go along. In 1999, in Kosovo, NATO operated a NFZ without Russia and China giving permission. So there is a precedent.
The Kosovo NFZ was really an all out air war against Yugoslavia. Truthfully it was not so much a NFZ as a Kill Zone and it achieved its military objectives. Aggressive NFZ like this have a very good track record, especially if there is no possibility of a big guerrilla type insurgency. This is the case in Libya because the guerrilla army is the rebels.
Geopolitics influences stock markets more than any other factor, but it is hard to know what is really going on below the surface because none of us work for the CIA. The other day I said that Obama asking Saudi Arabia to arm the Libyan rebels was a weak move. But in the past a move like this has been used as a cover for CIA involvement, as in wink, wink, nod, nod, the Saudis are doing some nasty stuff. Today the State Department piously said it would be illegal for the US to arm the rebels and at the same time there are reports that the rebels are getting new weapons.
